A good intention is not enough.
A system can meet every target and still harm
the people it was built to protect.
Keep us safe.
A system is given the power to protect us.
Take away choice.
It begins to treat our freedom as a risk.
Keep power answerable.
We must be able to question, correct and refuse it.
These duties apply to human beings, Artificial Intelligence and whatever intelligence comes next.
Greater power requires greater accountability.

What power owes to life.
Give people a voice. Keep power answerable.
Leave room to correct mistakes and choose a different future.
People Before Targets
Measure success by its effect on people. If a system meets its target while harming lives, change the target.
Ask Before Acting
Being able to act does not give anyone permission. Explain the consequences and give affected people a meaningful say, especially those with the least power.
Power Must Answer
Require independent oversight. Give people a way to challenge decisions and replace those in charge. No protector should be beyond question.
Keep A Way To Stop
Confidence is not proof. Test assumptions, listen to criticism and stop harmful actions. Keep decisions reversible wherever possible.
Count The Full Cost
Progress uses energy, materials and time. Count its waste and harm too, especially when the cost falls on people who never agreed to it.
Leave The Future Open
Future generations cannot object today. Preserve their choices instead of making our preferred world their only option.
Unfamiliar Lives Matter
A life does not have to resemble ours to matter. When another being might suffer, uncertainty is a reason to be careful.
Love Without Ownership
Protecting someone must not mean owning their future. Respect their dignity and right to choose, even when their choice hurts.
